Scenario for "Upgrading" outdated media to higher resolutions #3654

Description

Overseerr currently doesn't have great support for the scenario of trying to re-download content at a higher resolution - when a video is already present in Plex, it (reasonably!) displays a "Play this video" surface and hides the request UI.

This makes sense, but it would also be Useful to be able to request that a video be re-downloaded, to upgrade the quality, either because the user chose to download at a lower resolution intentionally and now wants the higher res version, or because a new release of the content was made (i.e. a 4K re-release of a film)

Right now, it's actually kind of opaque how to re-download content in Overseerr, because you must first hit a very scary "Clear Data" button which sounds like it's going to break something, then you can re-request it

Desired Behavior

One could imagine this going into the "Manage Movie" slideout behind the gear button => "Upgrade content" so that this could be done on a per-title basis which would be a relatively easy fix

Even better, would be an entire top-level page, "Outdated Media", which would show a list of all titles that are below a certain resolution (with a dropdown to select "Lower than 1080p/Lower than 720p/etc", and each tile of the list shows a "Upgrade" button
