[BUG] label harmonization across blocks #918

Description

Currently, the label harmonization across blocks is not working as intended when cell density is high. See https://github.com/scverse/spatialdata/pull/664 for discussion.

When correctly implemented, should update the relabel docstring for spatialdata map_raster.
