Windows support #695

This PR adds basic support for Windows.

Things that work:

Building phasar-cli and myphasartool in Release mode
Building static phasar libraries in Release mode
Building the unittests in Release mode

Things that do not work:

Building phasar in anything other than Release mode (conflicting runtime libraries with LLVM then -- probably you then also need an extra debug-llvm installation)
Building the IR testing files (the MSVC19 STL requires at least clang-15)
