Expected: Back to table of content button at each step

Actual: Have to scroll alll the way to the top each time

This was framed in a suggestion but it is meant to highlight the critical functionality that makes the product less useful to the intended user. Users have to constantly scroll all the way to the top wasting time. As a user, I would be quite fed up having to scroll up 10 pages continuously. Since this is a minor quality of life bug, VeryLow should be an adequate severity for this bug
