add helpers
- wheel_ev - see keyboard_ev
- to_wheel_event - see to_keyboard_event
use wheel_ev in canvas example
- scrolling the mouse wheel while the mouse pointer is within the canvas zooms the rectangle

I'm busy the next few days. I'll come back to this PR at the next weekend.

I applied your suggested changes with slightly different and also extended the change log.

Can you please have another look at this PR.
