Ability to see the status of General Programs and custom programs General - Production, Development, How many people have them assigned, how many people have not asssigned them. Also need to see the users who have completed them and who have made them active

Custom Program - Development Production Assigned and the users associated with them.

A Program Metrics Page has been added to the programManagement branch, with the required object code in the program object.

@serveit-ca How is the CSS coming for this page so we can close up this issue.

@SideonDeaka its not pretty but it works well. I am happy to call this one closed for now. Filtering is also in place in this one.
