Set speed limit per torrent

What feature would you like to request?
I would like to be able to set the speed limit per torrent, more or less that 
rutorrent does.

The basic of rutorrent is to create a couple of channels/categories in which 
you can add torrents to those that will obey the limits of that 
channel/category. For example, if you have a channel that sets max download to 
256Kb/s, any torrent included there, will have their download speed limited to 
that value.

This comes very handy when you're downloading or uploading lots of files and 
want to give more bandwith to some by limiting the other's upload/download 
speeds.

Similar to issue 302, although that doesn't use channels so I'll leave this 
open as well. Note that the channels things is an ruTorrent specific thing. I 
don't think that I can retrieve these from rTorrent so any channels you'll have 
to make in Transdroid and will not be 'synced' with ruTorrent.
