Moderators are able to associate a user account with an artist entry

This would serve double purpose: 
- Confirm that the account is the official account of that artist. 
- Show that the artist has an account on the site and that the account is the 
legitimate owner of the entry.
- User will always be able to edit artist entries that have this association, 
regardless of the entry status.
