Add political institutions #31

Added these institutions:

Head of State's Office,
Federal Administration Services
Elections Watchdog
Civil Service
Diplomatic Corps
Superstate Institutions with template modifiers. The names were set as per #3, although some (esp. Federal Administration Services) may need to be changed.

Since the file is not listed in the replace_paths key of the metadata, this has no effect on the game.

Federal administration service was named that way as it is a federal state only institution to reflect the added admin costs for managing federal states.

You need to rename the institution file to something like cwe_institutions to avoid affecting the vanilla file as the game auto overrides files with the same name as vanilla.
