Need the ability to edit a budget and its item details

The user should be able to modify:

[ ] Budget name and amount (not type)
[ ] Item description
[ ] Item amortization length (both increase & decrease) - this will require a clever solution as we can't change how the item affected the budget in past weeks

NOTE: Item costs should NOT be modifiable once an item has been added.

There are enhancements required in the following areas:

[ ] web interface
[ ] api endpoints that will serve the edit requests above (will need /edit/ endpoint)
