If you would like to install this package separately check "Installing packages separately" section of sublime-enhanced package. I could not find the quoted text anywhere within the sublime-enhanced repository.

Hey, thanks for the reporting! This seems to be a bug in the documentation and this section was removed a long time ago from the main docs. I've migrated to the vscode a while ago and stopped to support sublime packages but I'll be happy to help you to prepare a PR to fix this issue.
