Finding major peaks #13

Develop functionality to allow for individual peak detection. This should work for peaks of "similar height", which hopefully identifies them as having similar morphology and similar amplitude. If this is true, than it's likely coming from the same source (versus noise, etc).

Will need to control for windowing and physiological possible intervals.

Major peaks should also accept separate sensitivities. Major peaks should occur in natural intervals that are physiological. Major peaks should return stable indices to apply to original signal.
