Incorporation of the WFDB backend for ECG analyses (surface annotation).

Written for FORTRAN specifically:

This is an overall complex issue with many steps. Will end up being a huge milestone to hit.

Initially to start will be to complete simple WFDB conversion to appropriate format for analysis + annotation.
