Create REST API to use server #8

The REST API should have the following capabilities

Distort - Apply a distortion to an audio file

Endpoint - /external/api/distort Method - POST Content Type - Multipart form data Body:

file
distort_function (optional) - name of the function to use

Undistort - Use a neural network to undistort audio

Endpoint - /external/api/undistort Method - POST Content Type - Multipart form data Body:

file
neural_network (optional) - id or name of the neural network to use. use default if none specified
