Date and time do not display when selecting current or close times with past times disabled #2450

When past times are disabled, selecting the current time or a minute close to it causes the date and time field to clear instead of displaying the selected value.

Steps to reproduce the behavior:

  1. Go to 'https://functional-adminportal-test.azurewebsites.net/dynamic/TestModule/components-table'
  2. Click on 'Default Button'
  3. From the create form, click on membershipStartDate field and select a date
  4. Immediately, it will auto select the current time, click Ok on the component
  5. Actual Results: The date and time selected is cleared out from the field
  6. Re-select the date and a different time and see how it behaves

Expected behavior When past times are disabled and the user selects the current time or a minute close to it, the selected date and time should display correctly in the field without being cleared
