Dev improvements

• improves the date/time column for sqlite ( a human readable string instead of a number )
• changes create table (which doesn't run in production because the tables exist ) to be in the same order as setup.sql
• adds some shift specific "primitives" for creating the tables ( ex. "flag" instead of "integer default to null" )
• adds a tool to import a mysql dump into sqlite

note: merged legacy-nulls into this pr since the merge needed to be done manually. ( change this to a draft to make that more obvious )
