WiP: Alignak specific stuff #681

Some Alignak specific stuff:

get Alignak arbiter status from the WS API
display Alignak schedulers parameters and information

At this very early point, this PR is based on #679 and includes the commits of #676 and #680 .... this to make it easier to review and merge. The 6 first commits are this part!

It seems you have a rebase problem with this PR. It contains lot of unrelated commits.

I know 😉 ... it is a Work In Progress ... and I must constantly rebase, cherry-pick, ... to maintain a consistent test environment. Do not care with this one ...
