Recent changes dialog box continues to appear #70

What steps will reproduce the problem?
(Report from user email - exact sequence unclear)

What is the expected output? What do you see instead?
Expect dialog to show only once per new release.  Apparently it is shown more 
than that.

Please use labels and text to provide additional information.
