chocolatey package #478

https://chocolatey.org/Packages chocolatey packages require a thin installer written in .ps1, and built into a nupkg. https://github.com/Badgerati/Fudge/tree/develop/nuget-packages/choco is a good example of keeping the choco packaging in tree.
