In this scenario some fraction of the URSSI workforce is in the form of URSSI ambassadors (UA). They will be geographically distributed (potentially avoiding too many in one location) and the whole processof having UA's of course affects the whole operations of URSSI.
A "UA" is a young career (1st and 2nd gen postdocs?) scientist with a proven/significant fraction of their research containing a computational component. They will apply for an NSF (or the like?)
fellowship, but with a fraction of their salary supported by URSSI (e.g. 25%, the main purpose of the UA needs to remain science driven). These fellowships should be part of the "normal" NSF postdoctoral fellows, cross most sciences, and URSSI will select a number of their proposals that really fit in well with the URSSI mission and vision.
The UA will have a number of responsibilities:
act as a local contact and be somewhat like a first tier URSSI support
they need to be "certified" by URSSI, and be familiar with a minimum
set of standards that URSSI decides
give (carpentry like) workshop and talks on URSSI material, mostly local
