Based on feedback at https://github.com/simonsobs/map_based_simulations/issues/14 rerunning noise with zeroed spectra ell < 30

@thibautlouis please check the maps at /global/cscratch1/sd/zonca/simonsobs/mapsims_runs/201906_noise_no_lowell, I'll copy to project next
