Fix scpi-psu bugs #108

Two improvements:

Monitor output current doesn't work on the BK precision 9130B
Tasks should be able to be run while monitor output is running

For the second point, there is the "release and reacquire" function, which is documented here. This allows the monitor output to temporarily give up the lock so that a short task can run.
