Minibus of fixes

This is an omnibus of minor fixes I've been accumulating for, alas, literally years... highlights:

• pca cov code accepts a mask for downweight certain dets
• obsfiledb.prefix can be set through context.yaml file
• a simple "gain" filter
• wcs care in Pmat
