Feature/QoL: auto-apply tags to new colonists #75

I love the save/load feature for tags.

Could we get the option to a) sort these and b) tag which ones should be auto-applied to new colonists (and all colonists at the start of a new game ... maybe just auto-apply them to colonists that don't have any tags?

they could then get applied in the sorted order it wouldn't include state-specific settings, but just having basic outfit tags auto-applied would be suuuuuuch a boon
