Decoupling issues #103

[x] 4 capacitors share the same via to the ground

[x] There is no decoupling capacitor near IC54 (C404 is found far away)
[x] IC56 has no decoupling (C521 is far away)
[x] C445 should probably be closer to IC29
[x] IC30B doesn't have decoupling (its decoupling capacitor is near IC30A)
[x] IC12 doesn't have dedicated decoupling
[x] IC9 doesn't have P3V3 decoupled
[x] C402 could be on the same side as IC52
[x] LPC decoupling is a bit of a mess
[x] Move L15 here? (and similarly with OSC1)
