Sisimai::SMTP::Error improvement #542

implement is_temporary() method
- returns 1 if the 1st digit of the error code is 4
- returns 0 in other cases
is_permanent() does not return undef
sisimai/smtp/failure in go-sisimai
- cannot declare package error
Implement the following methods:
- is_hardbounce()
- is_softbounce()
Remove soft_or_hard()
