[NO MERGE] feat: Add tags on the attestations registry #36

Add tags to the attestations registry. Each attestations collections can be tagged by 64 different tags associated with a power from 0 to 15. Main features:

create/update/delete tags on chain
register/unregister a tag to an attestations collections
