Migrate from Travic CI to the GitHub Actions #139

Due to Travis CI builds having been temporarily disabled for public repositories, all future releases are blocked.

The Consume paid credits for OSS setting option fails from the Travis CI side, therefore we should consider migrating the build & release pipelines to the GitHub Actions.
