research qgis plugin architecture

added basic plugin architecture. this is a working shell of a plugin.

• change naming of plugin to "pysal"
• investigate how cascading menus would be done:
  • pysal
  • weights
    • queen from shapefile
    • rook from shapefile
  • esda
    • global autocorrelation
    • Moran
    • Getis
    • Geary
    • local autocorrelation

check on potential namespace clash - plugin called pysal might conflict with import pysal

template for cascading menus added, there is probably a more efficient way to do this, but it works

namespace clash may be an issue in the init.py file. in any case I recommend we change the plugin name to avoid this

updated the repository.... you will find our development and working documents in the dev/ folder

the latest version of this plugin has icons and a slightly modified architecture
