Assemble a dataset of administrative procedures, executive orders, and municipal ordinances, and use text mining to visualize (e.g. word cloud, frequency analysis, etc.).

This one is very related to the Council Member voting records one so also interested in this. Here are the websites where the above types of documents reside for the City of Houston:
