Port wards page to Leaflet/Mapbox.js 1.x #2

Ditch the postgis db, and draw them within leaflet perhaps. http://mapbox.com/mapbox.js/api/v1.0.0/#mapbox.js_+_leaflet [or newest API link]

or just go all leaflet perhaps ?

closing this and several other issues since the goals of that page (index.html) was to create a web page where users could: find out who their current councilperson was; and view a ward's particular boundary;

Those features were finally added to the city of cleveland website - http://www.clevelandcitycouncil.org/find-my-ward
