Difficulty Inaccuracy #112

The difficulty levels for the game don't seem to play into effect on reducing 
the detection percentage as much as it should. If I choose very easy, I 
shouldn't be reach detection levels of almost 40% in the government camp within 
twenty minutes of starting the game. 

That being said, there are significant ways of cutting back the detection rate 
for the news and general public, but there doesn't seem to be but a few for the 
government. the result being that its hard to get anywhere in the game, even on 
the very easy settings.

The game is very unbalanced at the moment, yes.  It needs work.  That said, we 
have no plans on doing major balance tweaks until much "later" (i.e. closer to 
theoretical feature completion), as new features may completely throw balance 
out of whack.  Therefore, merging into #10.
