hit the issue after

downloading the VS2019,
enable the "Desktop Development with C++",
download the latest WDK at https://docs.microsoft.com/en-us/windows-hardware/drivers/download-the-wdk

resolve by install the latest SDK 10.0.20348, then VS2019 can compile. Screen Shot 2021-06-23 at 5 55 35 AM
