Description

This PR makes the following changes:

pyproject.toml adjustments to enable pypi dist
- removed pytest - none of the scripts in here are run by the study, they are just SME tools
Moved sqlfluff config to .sqlfluff to match new dist style.
Adds pypi publishing hook
Adds documentation of in flight publications

@mikix well reversion is a whole thing since the old version had wonky test issues so i'm going to leave this be for now - sorry again for the hassle
