Question: is the 2-column format meant to bring the form closer to the top of the page? If so, I might suggest that we truncate the intro text into one paragraph, and use a "Read more" to expand the full text. The reason being, 2-columns are going to collapse into one when the responsive design shrinks to iPad portrait, and we'd be in the same situation.
That said, if I'm missing the mark on why we want 2-columns, ignore the suggestion above.
I see that the second point says "Add a menu bar with". Did the second half of the sentence get cut off?
Re: 2-column. Yes, meant to do that. I think you're right. We also need a call to action before the intro text. As a direction, let's try this:
Report food poisoning and help your fellow Chicagoans.
The City of Chicago has a robust and simple complaint submission system. From graffiti removal requests to abandoned car reporting, residents can notify the City either online or by calling 311. [Read more](link to expand)
Re: "Add a menu bar with": the "read my mind" plugin apparently does not work. Fix:
Add a menu bar with the following nav:
About (containing text from final planning doc) Contact
Do we have the copy for About or Contact?
@RaedMan and I finished the content and sent Google doc via email.
I just pushed updates that included the new copy:

A few things to note:
There is a missing link for hypertexting "first specced out here" under Genesis: "This was the genesis of the project, as first specced out here"
Use this link: http://www.flickr.com/photos/juggernautco/sets/72157629900577162/with/7271843996/
@danxoneil can confirm if it is accurate.
@RaedMan, I just added the link. I'm going to close this ticket, but feel free to reopen it if there are any other copy edits you'd like to see.
