version bump and various cleanup

in addition to bumping the go version to 1.1.2, this has various cleanups like:

• having a shared function for reading the ".godir"
• allowing "#" leading comments in the ".godir", so folks can make a note for themselves
• setting an OPENSHIFT_GO_LOG_DIR variable
• including a readme in the template that is landed for new go gears created
