"Uninhabitable" planets still have government type, tech level, economies, and security #271

I came across a gas giant with an atmospheric pressure of 11 million pascals and a temperature of -385 F and a dictatorship for a government with iron age technology and "mainly industrial" economy with "high security". Maybe the 11 million pascals of pressure and -385F temperature are part of the high security, and the dictator is "Mother Nature" who rules with an "iron fist". Cannot account for the "mainly industrial" economy though.
