This lookup assumes all streams in a given assessment watershed will have the same watershed_group_code - is this important?

Streams in assessment watershed 13967 are now in both VICT and SANJ.

This is not an important data quirk - can watershed_group_code simply be removed from the lookup and the load script revised?
