Add ability to put the parental lock out on category changes #156

What new or enhanced feature are you proposing?

Allow parental controls to lock out changes in the category selection.

If parental code is on - any hidden categories would not be changable.

What goal would this enhancement help you achieve?

So parents could use the category feature to hide classes of games like those 
rated Mature and not worry that the kids could clear the category selection.

I like this idea.  I'm thinking pressing 'b' on a check box to hide or un-hide 
a category.  'a' will cycle thru clear, selected, and required (unless the 
category is hidden).  when you go to un-hide a category and parental lock is on 
it will ask for the parental code. I'll look into this.
