add CITATION.cff #506

Add citation metadata so people know how to cite the SNIK ontology.

There isn't really an overarching SNIK paper that covers everything, so I'm not sure which paper we should choose. We also discussed writing a new journal paper to summarize SNIK but decided against due to limited benefits.

Writing a summarizing journal paper was discussed but decided against, thus I will close this issue as CITATION.cff does exist now. However if @AlfredWinter or @FranziskaJahn could find a single best paper to cite I will add it, because if someone writes a paper and references SNIK, they need to choose some publication.

I like this one but it is German and from 2015:

After thinking some more about this I decided to specify "Technical Environment for Developing the SNIK Ontology of Information Management in Hospitals" as preferred citation in CITATION.cff because it is English, one of the newer ones, cites the relevant older ones, has all the non-student collaborators as authors and also has a technical perspective so hopefully a good fit for people who find the repository on GitHub.
