Balance Issues #32

So right now the game doesn't seem super balanced. I think that's to be expected when you just guess on all the values. This is the issue to talk about balance. Suggestions/changes/etc.

As I play through rounds of the game, I'm thinking part of the issue with balance is the price of the items. I think they are all grouped together too close under the base price. I think we need some that significantly exceed the base price to made the end game more rewarding.

Maybe there's like an additional "critical" roll that happens where sometimes markets are desperate for an item that they currently don't have any stock in. You know, like they want to get into the Laser Pointer business, but there's no supplier locally. So they're all "Hey, I see you got some Laser Pointers, kid. How abouts I make you an offer?" Or maybe it's for things they already sell but were pre-generated with low stock levels? Or a combo of the two.

Another thing I've noted is that the inventory the shop sells doesn't really matter, which feels odd. I'd like to make it feel less like storage is the enemy and more like a shop's stock is also an enemy.

Police encounters are very infrequent. I ran some tests and found that you first start seeing encounters at 25, and they really kick in 50. That may need some tweaking depending on game length.

After playing through more, it feels like small cities have very little point to them. The price should fluctuate more, but if there's only 2 items, and you don't have any of them, it feels like a wasted trip. I think this might be similar to the police heat issue discussed here: #73

I think separating the size affect values might help. Size should affect price and quantity of items separately. I think the pricing is good, but more items would be helpful.
