New contribution guidelines #12

Add new guidelines very much inspired from Github: https://docs.github.com/en/github/managing-files-in-a-repository/creating-new-files
Remove old guidelines

@J535D165 Look at only the README contributing guidelines. The remaining changes should be already incorporated into main. Not sure why they show up here as well.
