Suggested structure for weekly updates #203

Don't merge this before we're ok with breaking the URL for the first issue.

I would just put them all in the same folder - as long as the data comes first, it'll still be easy to find the relevant issue, without having to go through two extra clicks and page loads. (Also, there'd just be four entries in every month's folder.)

See also: https://github.com/cmr/this-week-in-rust/tree/master/content. That doesn't look too problematic to me, and they've been going for a long time.

Thank you @megoth and @Vinnl - both suggestions are an improvement from the messy structure I started. Will merge this next week so that people still have the link for this weeks TWIS

Maybe we could do the same for documentation.md which has a lot of messy offshoot files https://github.com/solid/information/blob/master/documentation.md
