Additional radiometric calibration: time-dependent degradation and burn-in #13

We are starting getting measurements for degradation and burn-in, these should be corrected.

Latest released data files (from data release 4.0) are already corrected from these effects, so there is no need to correct them in sospice.

Being able to get the correction function would be nice though; this depends on having the correction data files publicly available somewhere, as discussed in the SPICE calibration working group.
