For a row in the catalog, it should be possible to access the files directly:

on-disk: a base directory has to be provided
in the data release website (the data release corresponding to the catalog should still be known at this stage)
or from SOAR (using the filename?).

This is about getting a file path or url; opening the file is still the job of astropy.io.fits or sunraster.
