Move sub-locations out of the same data entry space as the main (financial) locations #639

@raashidahmad - currently you added sub-locations like child sectors, except they should no be. The sub-locations can be added as a separate task as they are not linked to the financial data, do not need complicated saving routines etc. We can have a third box on the sectors and locations page for sub-locations.
