Just extra specs to verify behaviour of #constant. Also, shows we're missing some functionality:

scalars are returned in an array, I guess this is wrong?
if shape is passed in together with scalar value, then the tensor should be reshaped: https://www.tensorflow.org/versions/r0.10/api_docs/python/constant_op.html#constant
