Download from Github releases #47

If we include binaries as a release asset, we can download them via Github, esp. since Github provides unlimited bandwidth for downloading binaries.

e.g.: https://github.com/somnathrakshit/geograpy3/blob/e2aa2d923229252069e146d21f670ed65a9f94d7/geograpy/locator.py#L1119

can be replaced by https://github.com/somnathrakshit/geograpy3/releases/download/0.1.27/City_wikidata.db
