upgrade to helm 3.10.1 #31

upgrade build/test to latest helm to prove compatibility.

Looks fine to me but will let current Repo team do the actual approve :)

@sonatype/nxrm can let me know how they'd like to handle future upgrades as well: @sonatype/dorado can apply them when we do other helm charts, or they can do it themselves, or whatever.
