Multicast IPv6 packets processing #1123

Hello,

I encounter an issue for receiving IPv6 multicast packets on an ospfv3 interface.

SONiC Software Version: SONiC.202106.173007-4d71dafc1 Distribution: Debian 10.13 Kernel: 4.19.0-12-2-amd64 Build commit: 4d71dafc1 Build date: Fri Nov 11 15:39:12 UTC 2022 Built by: AzDevOps@sonic-build-workers-002DFM

Platform: x86_64-arista_7050_qx32 HwSKU: Arista-7050-QX32-Flex ASIC: broadcom ASIC Count: 1 Model Number: DCS-7050QX-32 Hardware Revision: 02.00 Uptime: 20:14:58 up 1 day, 23:17, 2 users, load average: 0.81, 0.86, 0.97

I correctly send multicast packets : the other router correctly receive them. With tcpdump, I don't see any multicast packets received by the SONiC router.

The other one correctly receive them from the SONiC router.
